The primary goals of the City’s Housing Program are to provide rehabilitation assistance to address basic housing needs for the preservation of decent, safe, and sanitary housing conditions; to correct hazardous structural conditions; to make improvements considered necessary to eliminate blight, and to correct building and health code deficiencies and improve handicapped access.
There are two programs that are currently funded through the Los Angeles Community Development Commission (LACDC) CDBG Program and CalHome Owner Rehabilitation Program. The availability of these funds is based on allocations from the County and State.

The CDBG Grant Program offers grants of up to $7,000 for construction repairs with up to an additional $5,000, which can be used for asbestos and lead testing, abatement, and abatement clearance monitoring. This is an absolute grant; no reimbursement is required.
The CalHome Loan Program provides assistance up to a maximum of $37,790 in the form of a deferred loan for 30 years and zero percent (0%) interest. Loans are secured by a deed of trust and are repaid upon the sale of property, transfer of ownership, or refinancing of the home.
Eligible improvements under both programs include, but are not limited to, roofing, weatherization (windows, doors, insulation), heating, plumbing, electrical, stucco, carpeting. Some mandatory repairs include such items as the installation of smoke detectors, security locks on windows and doors. The City’s Development Services Department must approve all improvements before the commencement of any repairs.
Note: Items related to landscaping and improvements considered being luxury items are not eligible for the grant and loan program.
