The Building and Safety Division is responsible for the enforcement of City standards governing the construction, alteration and maintenance of buildings and structures. This includes permits such as building, electrical, mechanical, plumbing, energy and accessibility. Building and Safety also provides services such as plan checking, permit issuance, inspection and administration of abatement programs for substandard and unsafe structures and providing state and local code administration interpretations.
The Division provides quality regulations for structures by pre-plan examination with building designer, formal plan examination and personal field inspection to ensure safety. The Division ensures adherence to uniform safety and energy standards in the construction, addition or repair of buildings through plans examination and field inspections; provide accurate and prompt information to contractors, architects, engineers and property owners regarding building, energy and safety requirements. The Division also coordinates building plan check procedures of all City departments; and enforces building codes and requires permits when suspect activities are observed in the field.

Obtaining a Building Permit
According to Section 106 of the 2016 County of Los Angeles Building Code and 2016 California Building Code, no person shall erect, construct, enlarge, alter, repair, move, improve, connect, convert, demolish or equip any building, structure or portion thereof, or automatic fire protection system regulated by City of Puente Title 9, perform any grading as regulated by Appendix J, or perform landscaping as regulated by Title 8, or cause the same to be done, without first obtaining a separate permit for each building, structure, automatic fire protection system, grading or landscaping from the City Building Division. The same requirements apply to electrical, plumbing and mechanical alterations or installation of n fixtures or other work.
Over the Counter Permits
Permits that do not require plan check, such as water heater change-outs, meter panel upgrades, and re-roofs, may be issued over the counter at the Building Division counter.
Plan Check Submittal & Requirements
Over the Counter Plan Check: Projects that are small or minor in scope of work and do not require calculations may be reviewed over the counter on a walk-in basis. Plan checker is available on Mondays & Wednesdays from 1:00 p.m. to 3:00 p.m.
It is our goal to review as many small projects over the counter as possible, however, counter plan checks may not be conducted for projects when project requires additional time and review.
Plan Submittal Application: Permits requiring plan check are issued after the plans have been reviewed and approved by applicable departments. The required reviews are based on the type of work of your project.
